CITY RESEARCH SCIENTIST/Policy Analyst, Bureau of Chronic Disease Prevention
The Bureau of Chronic Disease Prevention (BCDP) strives to reduce the burden of chronic disease, including heart disease, obesity, cancer and diabetes, among New Yorkers. We work to address the impact of structural racism and other injustices that are a root cause of the inequitable prevalence, treatment, and outcomes of chronic diseases in communities of color and among other marginalized communities. BCDP focuses on nutrition, tobacco use, the built environment, screening for cancer, and reducing the incidence and impact of hypertension. BCDP works with partners in government and the community to employ evidence-based policies, programs, communications and research aimed at shifting environments, changing systems and promoting health equity. The Bureau sits within the Center for Health Equity and Community Wellness. PLEASE NOTE: In the event of a public health emergency as deemed by the agency (public health outbreak, natural disaster, etc.), employees may be mandated to assume an emergency response role. In these rare instances and when notified, staff will be re-assigned from their regular day-to-day duties as noted in this job description to take on another role considered necessary by the agency. When this occurs, all staff are required to comply with the change in assignment and must be prepared to be called upon promptly.

Our vision for The Leading Voices in Food podcast series is to offer wide-ranging perspectives and knowledge from researchers, community leaders, policymakers, farmers and more. We want to introduce new ideas and people, shift your thinking in topics you know well, and contribute to movement towards equity and resilience in the food system. Transcripts for each interview are also posted.

We feature topics across the food system spectrum such as food insecurity, obesity, agriculture, food access and equity, food safety, food defense, and food policy issues. The series is hosted by Dr. Kelly Brownell, director of the World Food Policy Center, and professor of public policy and psychology at Duke University. Guest hosts Sarah Zoubek and Jennifer Zuckerman also contribute to the series.

Governor Hochul Signs Legislation Codifying the Nourish New York Program into Law

S.4892-A/A.5781-A Permanently Creates the Nourish NY Program in Agriculture & Markets Law
Governor Kathy Hochul today, in Corona, Queens, signed legislation S.4892-A/A.5781-A enshrining the Nourish New York program permanently in state law. The signing of this legislation comes just before the Thanksgiving holiday, reaffirming New York’s commitment to providing support to those facing food insecurity across the state.
“The COVID-19 pandemic brought unprecedented hardship to so many New Yorkers and made the situations for those already struggling even worse,” Governor Hochul said. “The implementation of the Nourish NY program was a huge success in helping those facing food insecurity while also benefiting New York’s farms. As we get ready to celebrate the holidays, I am proud to sign this legislation to ensure our state will continue to combat hunger and provide for those in need.”
The Nourish New York initiative reroutes New York’s surplus agricultural products to the populations who need them most through the state’s food banks. The program also provides much-needed support for the food producers and farmers who have lost markets as a result of the COVID-19 pandemic because the state’s food banks are buying agricultural products from New York farmers and food processors.

Join the Labor-Religion Coalition of NYS Today, December 7th, to learn from the plight, fight, and insight of Capital Region community members who are engaged in struggles around food and housing insecurity. In recent years, New York has passed transformative legislation to meet the needs of poor and marginalized communities relating to food and housing. At the same time, the COVID-19 pandemic has exposed and exacerbated the extent of these crises and thrown millions into poverty and precarity.

On December 7th we will gather virtually to hear testimony from directly impacted leaders, learn about ways communities are organizing in response, and build solidarity among the poor and dispossessed.

Two New Food Programs in New York Aim to Help Restaurants and Families in Need

The Restaurant Resiliency Program will provide $25 million in grants to emergency food providers, such as soup kitchens, food pantries, and shelters, to purchase meals directly from participating restaurants. Restaurants interested in participating in the program must submit an application online and will need to demonstrate their ability to create meals that meet MyPlate nutritional standards, be current on licensing requirements, and pass health inspections.

Senate Bill S64 will allow homeless, disabled, and elderly New Yorkers who receive SNAP benefits to use their benefits to buy reduced-price meals from participating restaurants. SNAP benefits cannot normally be used to purchase prepared meals from stores or restaurants. The bill requires federal approval from USDA before it can go into effect.

And so, the season for farmers markets has once again passed! The markets across St. Lawrence County have wrapped up for the year, following a very successful market season. A great big THANK YOU to all of the market managers, vendors, and volunteers who make our County’s markets vibrant, plentiful and such wonderful places to shop for our local food and local treasures. Of course, thank you to each one of you who supported the markets… by shopping there! It really makes all the difference for producers, who rely on local shoppers to make their time at market meaningful.

MAYOR DE BLASIO ANNOUNCES PAY EQUITY CABINET TO FIGHT RACE AND GENDER BASED WAGE DISPARITIES

City Hall veteran Dina Simon appointed to lead the Cabinet

NEW YORK—Mayor de Blasio today announced a new Pay Equity Cabinet to address race and gender-based pay disparities in New York City. An Executive Order will make the Cabinet a permanent part of City government to ensure that pay equity is a mayoral priority into the future.
“Pay equity is critical to the safety and overall wellbeing of the most marginalized and vulnerable workers in our city,” said Mayor Bill de Blasio. “It can make the difference between having one job or two, or between stable housing or none. This Administration has taken bold steps to combat the forces of inequality that hold people back, and this cabinet builds upon the progress we have made to close the pay gap and ensure every New Yorker is treated with the respect they deserve.”

USDA Modernizes the Thrifty Food Plan, Updates SNAP Benefits | USDA-FNS

Increase in Monthly SNAP Benefits

The United States Department of Agriculture (USDA) announced that it has updated the Thrifty Food Plan (TFP), which is used to set Supplemental Nutrition Assistance Program (SNAP) benefit levels. USDA recently re-evaluated the TFP, used to set SNAP benefits, which increased the purchasing power of the plan by 21% for the first time since it was introduced in 1975. As a result, the average SNAP benefit – excluding additional funds provided as part of pandemic relief – will increase by $36.24 per person, per month, or $1.19 per day, for Fiscal Year 2022 beginning on October 1st, 2021.
