Emergency Food Hard to Stock

In late April, Emergency Food Providers( EFP) were surveyed and just under thirty percent (30 %) reported that they finding it hard to stock certain items during this pandemic. As this pandemic continues many EFPs have reported that they are finding it very hard to stock certain items like pasta , vegetables , and frozen protein. Please contact your local EFP to see what they need. Cash donations are often preferred, this way EFP can purchase what is needed at the time of the need. Answers to many commonly asked questions about the P-EBT food benefits for New York State residents:

What are P-EBT food benefits?

The Families First Coronavirus Response Act of 2020 authorized the payment of P-EBT food benefits to households with children who would have received free or reduced-price school meals under the National School Lunch Act, if not for a school closure. These temporary food benefits are to help cover the cost of meals children would otherwise would have received at school.

Do my child/children qualify for P-EBT food benefits?

If your child/children receive free or reduced-price school lunches, then they are eligible to receive P-EBT food benefits for the days their school was closed due to COVID-19. This includes all children attending Community Eligibility Provision (CEP) schools where all children receive free or reduced-price school lunches.

Do my foster child/children qualify for P-EBT food benefits if they were receiving free and/or reduced-price meals?

All children receiving free or reduced-price school lunches are eligible to receive P-EBT food benefits for the days their school was closed due to COVID-19.

Do my preschool age child/children qualify for P-EBT food benefits if they were receiving free and/or reduced-price meals?

EFP 211 Survey: high food demand

With many Emergency Food Providers ( EFP) seeing such a large increase of new consumers during the COVID 19 Pandemic, fifty (50 %) of the 211 survey across NYS said they didn’t know if they would have enough food to keep up with the high demand. EFP 211 survey: social distancing

When Hunger Action Network of NYS asked over 200 Emergency Food Providers (EFP) across NYS if they were able to provide social distancing, while providing food during COVID 19 Pandemic 99% said yes. It is great that so many EFP can provide a safe environment where people can get the food they need to put on their table! Thanks to the many Emergency Food Providers across New York State that have been open from the beginning and throughout this pandemic.

EFP 211 Survey: staying open

Hunger Action Network of NYS recently surveyed over 200 Emergency Food Providers ( EFP) across NYS during April . Over the next few days we are going to report on results of the survey . Over 97 % of the EFP that responded to the survey have remained open during the COVID 19 Pandemic. New York Strong !! Thank you, Emergency Food Providers for making a difference.

Nationwide Waivers Extended for Non-Congregate Meal Distribution

USDA has extended several nationwide waivers to allow continued non-congregate meal distribution through the summer meal programs and the Child and Adult Care Food Program. The following flexibilities are extended through August 31, 2020:

Non-Congregate Feeding, allowing meals to be served to children outside of the normally-required group setting to align with social distancing (e.g., “grab and go” meal distribution or delivery).

Parent Pickup, allowing distribution of meals to a parent or guardian to take home to their children.

Meal Times, waiving requirements that meals be served within certain time frames; this flexibility allows for multiple days-worth of meals to be provided at once.

Hunger increasing across the nation as Congress seeks remedy to situation

Washington

Nearly 300,000 people have applied for food stamps in the past 10 weeks in New York.

A hotline telling people where they can find food assistance has seen a tenfold increase in calls since the coronavirus pandemic struck upstate New York. Lines to receive food and meals have stretched to hundreds of cars long in Albany. Many food pantries have doubled the number of people they serve, especially those that deliver groceries to homes.

As more Americans lose their jobs during the crisis, hunger is increasing in America. Democrats and Republicans are at odds over what to do about it…

Supplemental Emergency SNAP Benefits Also Being Issued for 750,000 Households in May !

Nearly 750,000 low-income individuals and families enrolled SNAP will receive the maximum allowable benefit for May to help them avoid food insecurity. This will mark the third consecutive month all SNAP recipients in New York State have received the maximum benefit.

OTDA will be issuing the emergency assistance to any SNAP household that did not receive the maximum allowable benefit per month, which is $194 for an individual and $646 for a family of four. The emergency assistance will be distributed later this month, after the regular benefits are issued. About half of all households receiving SNAP will receive additional benefits for May.

Suzanne Flierl Krull is Executive Director of Cuba Cultural Center, Inc.  She also serves on the Board of Directors of the Hunger Action Network of New York State, and is a member of the Coordinating Committee of the NYS Poor People’s Campaign:  A National Call for Moral Revival.

Policy is created and established by powerful individuals based upon the opinions they have on a particular issue.  Policy makers may have gathered some of this content themselves, or they may surround themselves with people who provide them with the information upon which these important, life-affecting decisions are made.  Often, however, these “content experts” have no personal experience with the issue which they are addressing.

That type of information does not provide enough of the story to make truly informed decisions.  There is another group of experts who have powerful, important knowledge, but who are often ignored during the policy-making process.  These are the true experts, those with lived experience.  They are the people who are impacted on a daily basis by the policies that others make without any consideration of their contextual expertise, and with total disregard of the valuable contributions they can make to discussions about the very policies that rule their daily lives.

Bills to Allow SNAP Benefit Use in Restaurants and Strengthen SNAP

On April 28, Senator Chris Murphy (D-CT) and Representative Jimmy Panetta (D-CA) introduced the SNAP CARRY Act to broaden the SNAP Restaurant Meal Program to all SNAP participants during pandemics. FRAC President Luis Guardia said, “We must leverage the capacity of the hard-hit restaurant sector to provide meals for purchase with SNAP benefits. This is a key piece of the food system puzzle that can ensure food security and bolster demand from a supply chain that has been hit hard as a result of the pandemic. Moreover, each $1 in SNAP benefits generates between $1.50 and $1.80 in economic activity. We need more access points for SNAP consumers to obtain their food. This is essential for public health as well as for economic recovery.” A separate bill offered by Senator Michael Bennet (D-CO) aims to leverage SNAP during economic downturns. Specifically, the bill would increase the maximum SNAP benefit by 15 percent, provide additional funding for the Food Distribution Program on Indian Reservations (FDPIR), and eliminate work requirements during a recession. It also would “ensure the use of broad-based categorical eligibility so that more vulnerable families can access SNAP benefits, even outside of a crisis.”
